The iOS and Android versions of the Utilisphere application are available in the app stores:

The Windows (Desktop) version can be downloaded when you are logged on the web version (Windows phones are not supported).
Go to the top left corner to Help > Downloads and click the link to install
The Desktop application works in a disconnected or connected internet state and will sync like a mobile application does.
